At the end of the day, screenwriters are the gatekeepers. If the script fires on all or most cylinders, it's a recommend if marketed to the appropriate producers. I've recommended more concepts than scripts, mainly because the reps pushed the script prematurely, thinking the concept alone would sell the script. I don't know how often that is true, but in my limited experience concept alone did not sell the prematurely marketed script.
