What do you think about an inciting incident on pg 16? Is it too late?

Hard to say w/o having read the pages - but, if the reader's engaged for the first 15 pages - why not? However, if you have filler in there that really isn't building character or propelling the plot forward - maybe things are taking too long to set up? In the end - I'd go with your gut as the final arbiter.
